Preheat the oven to 200 degrees C. Line baking trays with parchment
Cream together the butter and sugar. Add the eggs and water. Mix well. Sift together the flour, bicarbonate of soda, baking powder and spices. Fold into the butter mixture. Add the oats and raisins. Mix well.
Drop teaspoonfuls of dough onto the baking sheets, about 3cm apart. bake 8-10 mins until lightly browned.
